It is common that the alarm module does not function on Niu scooters when the main battery pack is disconnected.
The ECU contains the GPS and Gyroscope modules, the ECU also has its own (18650) battery cell, which is charged by the main battery pack.
The Gyroscope detects whether the scooter is leaning, vibrations and movement.
The security alerts of the GPS and Groscoop modules send notifications to the Niu App/server, no matter if the main battery pack is connected or not, as long as the ECU (18650) battery cell is sufficiently charged.
The alarm module itself has its own vibration sensor, if it detects anything, the alarm will go off, provided the main battery pack is connected, because the alarm module is not connected to the backup power supply of the ECU.
I also expected it to be an interplay, but this is not the case.
The alarm module gives a signal to the ECU when it detects something, the ECU sends a message to the Niu App/server.
If one of the other modules (GPS & Gyroscope) detects something, a message is also sent to the Niu App/server, but the ECU itself cannot communicate with the alarm module, that's a pity.
Important is which ECU variant you have.
Forget the gyroscope story if it concerns an ECU v2, last OTA/firmware TRA01C19.
At least the ECU v3 or u3 is needed, last OTA/firmware TRA01E07. (Exception for the NGt&Pro, which has its own series: NXA01Bxx)
